City Councilor Winston N. Torres, currently on his last term as punong barangay of Matatalaib, is the concurrent president of the Liga ng mga Barangay – Tarlac City Chapter. He was elected unopposed in the Association of Barangay Councils elections on July 16, 2018, the first time in the history of Tarlac City. He was also the youngest elected chairman of Matatalaib.
Councilor Torres organized the holding of Liga ng mga Barangay Congresses held on March 11-13, 2019, and on February 17-19, both in Baguio City. These pioneering undertakings, participated by almost 800 newly-elected barangay officials, aimed to enhance their capabilities as “front-liners” in service to the people.
Torres extends help to colleagues in the review and approval of their barangay ordinances submitted to the Sangguniang Panlungsod. He also facilitates collaborations among barangay councils and the City Government, with both executive and legislative officials, regarding barangay affairs, and to ensure support of grassroots leaders in the implementation and realization of the administration’s programs, projects, and advocacies that redound to the benefit of Tarlaquenos, especially the marginalized sectors.
Our youthful LNB President encourages barangay officials to fully understand their responsibilities covering executive, legislative, and basic, judicial functions, particularly in the documentation of their regular sessions and undertakings prescribed by their official mandates under the Local Government Code of the Philippines, and with regard to their priorities and in the improvement of barangay services.
As of 2019, Councilor Torres is on his 17th year in public service. He has served his barangay as chairperson of the Sangguniang Kabataan, from 2002 to 2007, elected first councilor in 2007, and became punong barangay in 2010.
As LNB president and member of the City Council, he continuously seeks to be his best by setting priorities, keeping up to the highest standards of quality service to people, and focusing on the right perspective to achieve his goals and aspirations for the betterment of his constituency. He embraces humility and recognizes, in all his undertakings, the utmost support of City Mayor Maria Cristina C. Angeles and City Vice Mayor and Presiding Officer Genaro M. Mendoza.
