About Councilor Ato

Councilor Necito “Ato” Ng Chua, on his first term in the 8th Sangguniang Panlungsod, is not a newcomer in the City Government. He had served as city administrator from 2014 to 2015.
Last June 30, 2019, following the oath-taking for newly elected SP members, Councilor Ato Chua said: “May trabaho na ako (Now I have a job).” This showed his determination to buckle down to work.
Also fondly called “Kong Ato,” Councilor Chua, 72, is a prominent business leader and a well-established businessman. Colleagues in the City Council recognize his vital presence in the regular SP sessions and hearings.
His first measure was a resolution requesting the city mayor to convene the Tarlac City Investments and Incentives Board “for the purpose of initializing the formulation of the Implementing Rules and Regulations of City Ordinance No. 013-19, or The New Tarlac City Investments and Incentives Code.”
He said: “Let us be ready, let us help one another to encourage more investments to come to our beloved Tarlac City. Let us support Mayor Cristy’s program to create a business-friendly Tarlac City.
In his inaugural address, he noted: “At 72, destiny na po ito. God has given me the chance to live, work, and serve. And I believe it is never too late to serve and share the wisdom I have gained through the years.”
Councilor Ato, who is the SP chairman of the Committee on Governmental and External Affairs, said he will do his best to help invite more investors to establish their businesses in the capital city. “This is to create job opportunities for our unemployed and for our able senior citizens, and to help increase the much-needed cash flow into our city.”
Our energetic, new member of the City Council is the brother of Tarlac’s Filipino-Chinese business icon Benigno “Igno” Chua. He is a graduate of B.S. Commerce, major in Banking and Finance, at the Holy Angel University.
Councilor Ato is enjoying happy family life with his wife Editha, children Nilo – an engineer staying in Singapore, Neil – an I.T. accounting Partner in California and Sean – Software Engineer, also in California.
