About Councilor Vlad

Councilor Vladimir S. Rodriguez, on his second term in the 8th Sangguniang Panlungsod, has already authored 33 ordinances and 586 resolutions. Thus he was awarded the prestigious Gawad Lehislatura, for having sponsored the most number of ordinances.
Currently the City Council’s Floor Leader, Councilor Rodriguez has also topped the attendance in the regular sessions of the august body. He worked successfully for the approval and enactment of significant legislation that benefited the city’s marginalized sectors, the creation of offices, and the establishment of award-winning programs, notably the Angel Care Pharmacy, the Animal Bite Treatment Center, the Sports Development Office, and the 17-IN-One Angel Care Program, among others.
His legislations are wide-ranging, also dwelling on disaster-risk management, transparency in transactions, professionalism, grassroots development, information technology, scholarships, livelihood, environmental protection, sanitation, and community-based monitoring.
He has chaired key committees in the City Council, starting in 2004, namely, Finance, Budget, and Appropriations; Livelihood, Cooperatives, Entrepreneur Development, and OFW; Transportation; Laws, Rules, and Good Governance; Social Services; Agriculture; Livelihood, Cooperatives, and Entrepreneurship; Livelihood and Enterprise Development; Market, and Trade, Commerce, and Industry.
In 2014, during a break in local government legislation, he was appointed director of Poro Point Management Corporation by President Benigno “Noynoy” S. Aquino.
Determined to improve his performance as a city legislator, Councilor Rodriguez attended various trainings and seminars in governance, leadership, management, and legislation. He shared his time, talents, and skills as a leader of civic and religious organizations, notably, Tarlac General Macabulos Lions Club, as its Past President; District 301-01 Lions International, Past Region Chairman; the Council of Servant Leaders of the Infant Jesus Catholic Community, and the Parents’ Council of Don Bosco Technical Institute-Tarlac. He is also the local organizer of the prestigious National Milo Marathon.
His career in public service started in Barangay Poblacion as councilor in 1994, and as barangay chairman in 1997.
He is married to Jenilyn Tee Rodriguez with whom he has three children: Vince Justine Vlad, Janeen Veronica, and John Vincent Vlad.
